Completion is the day the flat legally changes hands. You sign, the keys move, the transaction closes. About thirty minutes at the counter. The two things that actually go wrong: nobody can find the car park, and people leave without setting up their CPF instalment.

Five steps from the car park entrance to the counter.
Drive into the HDB Hub car park and go down to Basement 3. Head to the far end of Lane 7 or Lane 3. The lane numbers are painted large on the pillars in pink and white, readable from the car.
Those two lanes put you closest to the lift lobby you want. Parking anywhere else on B3 means a longer walk through the basement.
From the end of Lane 7 or Lane 3, walk to Biz 3 Lift Lobby 1. The sign is a lit dark panel mounted high on the wall, easy to spot from a distance.
There are several lift lobbies in this basement and they do not all go to the same place. This is the one that takes you directly to the HDB foyer entrance. If you surface somewhere unfamiliar, come back down and find this sign.
Come out of the lift and look for Delifrance. The HDB entrance is directly opposite it, marked by stanchions and a queue.
Tell the staff at the entrance you are attending a HDB completion appointment and show your letter. Completion appointments are handled separately from the general queue, so say it clearly rather than joining whichever line looks longest.
Have the letter open on your phone before you reach the counter. The three things staff look for are boxed in red on the sample below:
If your letter is for a purchase rather than a sale, the wording differs slightly but the same three fields apply.
Once inside, take a number from the White Kiosk and wait to be called. If you set up Mobile Concierge in the Mobile@HDB app beforehand, pull the number from your phone instead.
Then it is signing the legal documents, the key handover, and you are done.
One thing left, and it is the one most people forget on the way out of the building.
On a bank loan, CPF does not begin servicing your monthly instalment until you submit a separate instruction. Until then, your bank takes the full instalment in cash, every month.
Submit it at least 5 working days before your first instalment deduction date. Joint owners each submit their own application, from their own Singpass login.
